From ingredients to devices, BAT’s approach to product quality is guided by science, standards, and stewardship.
Our ambition is to reduce the health impact of our business, and this ambition is front and centre of our vision to create A Better Tomorrow™ by building a Smokeless World. This approach is underpinned by Tobacco Harm Reduction (THR), which aims to mitigate the adverse health effects associated with continued smoking by offering adult smokers who would otherwise continue to smoke the option to switch completely to Smokeless Products with lower risk profiles.
To advance THR, consumers, retailers, and policy makers must have confidence in our Smokeless Products, which is why at BAT, product quality and safety standards are is one of our most important responsibilities as a company. It is the collective responsibility of our teams to:
We follow a rigorous process to ensure that our products are developed to the highest quality and product safety standards.
For our Smokeless Products, we apply toxicological assessment principles to identify hazards and contextualise the risk to adult consumers. Our risk assessment framework enables us to deliver a body of evidence that validates the reductions in toxicants, toxicity, and exposure for our Smokeless Products when compared to cigarettes.
Our Smokeless Products are first stewarded at an ingredient level, where we carefully assess each ingredient and material that is used in the product. For Vapour Products, ingredients to be included in e-liquids must be at minimum, food grade, with nicotine being pharmaceutical grade. Similarly, for tobacco heating products, all non-tobacco products must be at a minimum food grade or food-contract grade.
We employ robust checks to ensure the product safety of our electrical devices, and conduct appropriate safety testing and meet the applicable regulations for our electrical devices.
Each product manufactured by BAT meets the regulatory requirements for its market. We assess the technical requirements, identify and check packaging and device requirements, and notify regulatory bodies of new launches as required.
We also have robust internal processes and procedures to monitor any consumer complaints, and we act accordingly.
Our product stewardship process also includes a scientific assessment of flavours. We assess our flavours in both consumables (Heated Product consumables, Vapour e-liquids and Oral Nicotine Pouches) and product aerosols (Heated and Vapour Products) to understand the impact on these ingredients the aerosolization process has.
In line with the business principle of responsible product stewardship, we will continue to ensure that our products are developed and manufactured in a responsible manner. This means that products will meet legal and regulatory requirements in the country of sale, and will meet the Group’s duty to use adequate attention, caution and prudence in bringing a product to market.
In addition, we maintain scientific expertise relevant to our products by undertaking our own programme of research, participating in scientific engagement and keeping abreast of external scientific and regulatory developments.
We believe that through knowledge sharing, we can build a Smokeless World, which is why we created the Omni™, a BAT’s manifesto on tobacco harm reduction intended for scientists, public health authorities, regulators, policy makers, and investors.

# Comparison with smoke from a scientific standard reference cigarette (approximately 9 mg tar) in terms of the average of the 9 harmful components the World Health Organization recommends reducing in cigarette smoke. These products are not risk free and are addictive.
The number of consumers of Smokeless Products is defined as the estimated number of Legal Age (minimum 18 years) consumers of the Group’s Smokeless products - which does not necessarily mean these consumers are solus consumers of these products. In markets where regular consumer tracking is in place, this estimate is obtained from adult consumer tracking studies conducted by third parties (including Kantar). In markets where regular consumer tracking is not in place, the number of consumers of Smokeless Products is derived from volume sales of consumables and devices in such markets, using consumption patterns obtained from other similar markets with adult consumer tracking (utilising studies conducted by third parties, including Kantar).
